The Special Rapporteur on the rights of indigenous peoples, James Anaya, conducted an official visit to New Caledonia, a sui generis collectivity of France, from 6 to 13 February 2011, where he visited North Province and South Province on the main island of New Caledonia, as well as Loyalty Islands Province. He met with representatives of the Government of France, officials of the Government of New Caledonia, municipal authorities, members of several Kanak communities and their authorities, including chiefs and customary councils, representatives of a number of Kanak organizations, members of political parties, labour unions, various civil society organizations and mining interests. He also conducted a visit to Paris from 22 to 24 June 2011, where he met with French officials to further discuss the situation of indigenous peoples in New Caledonia.<\/p>\n
The present report is based on information provided to the Special Rapporteur during his visits, as well as on written submissions and independent research. The Special Rapporteur makes a number of observations and recommendations, in light of relevant international standards, to assist with ongoing efforts to advance the rights of the Kanak people in the context of the implementation of the Noum\u00e9a Accord and the United Nations-supported decolonization process.<\/p>\n
