The present report is the first submitted to the General Assembly by the current Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous people, James Anaya, pursuant to General Assembly resolution 63\/161.<\/p>\n
The Special Rapporteur discusses the implementation of his mandate pursuant to Human Rights Council resolution 6\/12, in which he was directed to work cooperatively with States, indigenous peoples, the United Nations, regional bodies and non-governmental organizations and to pay particular attention to both the obstacles preventing full enjoyment of the human rights and fundamental freedoms of indigenous peoples and to best practices in overcoming these obstacles, including through the promotion of the United Nations Declaration on the Rights of Indigenous Peoples and international instruments relevant to the advancement of the rights of indigenous peoples. The rights set forth in the United Nations Declaration serve as a platform for the cooperative manner in which the Special Rapporteur carries out his work, inform his collaboration with the United Nations mechanisms with which he engages and form the core of his concerted involvement with States, indigenous peoples\u2019 organizations and civil society partners.<\/p>\n
