{"id":4856,"date":"2026-01-15T03:59:33","date_gmt":"2026-01-15T02:59:33","guid":{"rendered":"https:\/\/unsr.albertbarume.org\/site?p=4856"},"modified":"2026-03-09T03:17:34","modified_gmt":"2026-03-09T02:17:34","slug":"mexico-un-experts-demand-truth-and-justice-three-years-after-enforced-disappearance-of-rights-defenders-ricardo-lagunes-and-antonio-diaz","status":"publish","type":"post","link":"https:\/\/unsr.albertbarume.org\/site?p=4856","title":{"rendered":"Mexico: UN experts demand truth and justice three years after enforced disappearance of rights defenders Ricardo Lagunes and Antonio D\u00edaz"},"content":{"rendered":"<div class=\"node-news__body\">\n<div class=\"wysiwyg-content field field--name-body field--type-text-with-summary field--label-hidden field__item\">\n<p><strong><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-4823 alignleft\" src=\"https:\/\/unsr.albertbarume.org\/site\/wp-content\/uploads\/2026\/01\/logo-sp-en-1.jpeg\" alt=\"\" width=\"151\" height=\"148\" srcset=\"https:\/\/unsr.albertbarume.org\/site\/wp-content\/uploads\/2026\/01\/logo-sp-en-1.jpeg 350w, https:\/\/unsr.albertbarume.org\/site\/wp-content\/uploads\/2026\/01\/logo-sp-en-1-300x294.jpeg 300w\" sizes=\"auto, (max-width: 151px) 100vw, 151px\" \/>GENEVA<\/strong> \u2013 On the third anniversary of the enforced disappearance of Ricardo Lagunes and Antonio D\u00edaz, UN experts* demanded immediate answers about the fate and whereabouts of the two Mexican human rights defenders.<\/p>\n<p><em>\u201cMexican authorities must comply with the State\u2019s international obligations, including by investigating the enforced disappearance, proactively searching for them, determining their fate and whereabouts, and holding perpetrators criminally responsible,\u201d<\/em> the experts said.<\/p>\n<p>On 15 January 2023, Ricardo Lagunes, a human rights lawyer, and Antonio D\u00edaz, an Indigenous leader, were forcibly disappeared in the state of Colima, Mexico. Their enforced disappearance occurred amid an ongoing dispute over natural resources between the Indigenous community of San Miguel de Aquila, Michoac\u00e1n, and the Luxembourg-based mining company Ternium (part of the Argentine-Italian Techint Group). They were last seen after attending a community meeting to discuss collective action in response to the human rights impacts of the mining company\u2019s operations.<\/p>\n<p><em>\u201cRefusing to succumb to despair after their enforced disappearance, the families of Mr Lagunes and Mr D\u00edaz have undertaken a tireless quest for truth and justice over the past three years,\u201d t<\/em>he experts said, noting that the authorities have so far not provided an effective response and that the company concerned has reportedly failed to fully cooperate with ongoing investigations and search activities.<\/p>\n<p>The cases have been registered under the Committee on Enforced Disappearances\u2019 <a href=\"https:\/\/www.ohchr.org\/en\/treaty-bodies\/ced\/urgent-actions\">Urgent Actions procedure<\/a> and benefit from <a href=\"https:\/\/www.oas.org\/es\/cidh\/decisiones\/mc\/2023\/res_1-23_mc_42-23%20_mx_es.pdf\">precautionary measures<\/a> granted by the Inter-American Commission on Human Rights, acknowledging the serious, urgent and irreparable risk faced by the two human rights defenders.<\/p>\n<p><em>\u201cEnforced disappearances have a chilling effect on human rights defenders, including those advocating for land, natural resources and environment issues, as well as Indigenous leaders, and serve to silence critical voices,\u201d<\/em> the experts said, urging the Government to ensure that human rights defenders can carry out their work in a safe environment, including by strengthening the protection mechanism for human rights defenders.<\/p>\n<p>In the context of <a href=\"https:\/\/docs.un.org\/en\/A\/HRC\/60\/35\/ADD.4\">resource-extraction projects<\/a>, business enterprises have often reportedly sown and exacerbated community divisions, inciting violence among locals with opposing views on the projects and the use of land and natural resources. <em>\u201cThe Government must ensure that businesses respect human rights across all their activities pursuant to the <a href=\"https:\/\/www.ohchr.org\/sites\/default\/files\/documents\/publications\/guidingprinciplesbusinesshr_en.pdf\">UN Guiding Principles on Business and Human Rights<\/a>, including when engaging with human rights defenders and affected communities,\u201d<\/em> they said.<\/p>\n<p>The experts recalled that business must avoid infringing on the human rights of others and that, in particular, where there are reports of enforced disappearance, they are expected to cooperate effectively in investigations and search activities, including by assisting authorities with the collection and provision of all evidence at their disposal.<\/p>\n<p>Moreover, in line with international standards and evolving jurisprudence, business enterprises must address adverse human rights impacts with which they are involved, including by providing or cooperating in their remediation.
